S/he will have an accredited University Graduate Degree in one or more relevant fields (Civil Engineering, environmental science, or similar)
S/he will have significant experience in the developing world. Experience in Eastern Europe, Africa, Asia and/or Latin America or geographically similar countries, and other lower-income or lower-middle income countries would be advantages.
