Description: 
We are currently looking for an experienced Team Leader, specialising in transport engineering, public transport and transport policy development/review for a GIZ-funded long-term project in Namibia.
Task description: 

As a long-term expert, the key expert shall be based in Windhoek for the majority of the time (i.e. at least 15 month), to ensure a continuous collaboration with officials, GIZ and other key stakeholders. The candidate must strictly satisfy all qualifications below.

Main tasks for the team leader are:

  • Development and monitoring of overall work plan and short-term inputs
  • Overall project manager and focal point for GIZ and MWT
  • Major inputs in policy development, legal and regulatory framework as well as institutional set-up
  • Continuous capacity development of MWT technical staff and tertiary institutions
  • Development of implementation plan and monitoring mechanism
  • Ensuring continuous stakeholder engagement
Qualifications: 

General qualification:

  • Master’s degree in transport economics, (transport) engineering, urban or regional planning, geography or equivalent
  • More than 10 years of international experience in the transport sector with proven expertise in urban mobility

Specific qualification:

  • Minimum experience of 10 years advising or directly working on sustainable transport policies and support programs (strategic policy documents, sector governance, national regulation and guidelines, budgeting/finance, capacity development)
  • Minimum experience of 5 years in urban development and sustainable mobility
  • Management of at least 5 projects as a project manager or director of projects in the area of transport policy, legislation and regulation and/or Sustainable Mobility
  • Experience of working in intercultural teams. Proof of former project team size and position to be indicated in CV
  • Working experience within the last 5 years in Southern Africa (SADC countries)
  • Fluency in English is mandatory
