Project description: 

In order to support the rehabilitation and reconstruction of Tsunami affected areas in Aceh Province, the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) launched a program to support spatial planning and environment management in selected areas, including the districts of Aceh Besar, Pidie and Kota Banda Aceh. The program aimed to strengthen the capacities of local governments in Aceh to prepare and implement housing and settlement rehabilitation and reconstruction programs in a participatory manner and in line with the needs of local communities.

The project was embedded in the Indonesian programme for reconstruction on the basis of the “Blueprint for Aceh and Nias Rehabilitation and Reconstruction Plan”, with the objective of enabling affected groups to participate in the planning and execution of reconstruction measures while simultaneously considering aspects of sustainability in the reconstruction activities; and strengthening communal and state organisations for an efficient, coordinated and appropriate provision of public services according to the order of priority.

GTZ provided technical assistance and expertise to the technical agencies on local and provincial level and supported the reconstruction agency in its efforts to coordinate the reconstruction process. The project took into consideration the strengthening of service capabilities of local administrations in planning of settlement projects on communal basis, carrying out of participative planning and supply with housing space, rehabilitation of spatial land use in order to accomplish the Tsunami effects and the reconstruction and strengthening of the institutional structures in the sectors of urban, spatial and environmental planning.

Service description: 

For the achievement of the aims the project will utilise the following measures:

  • Process-, organisational- and technical advice of the involved institutions by international and national long- and short-term experts in the fields of urban and regional planning, architectural planning, water supply and sanitation, environmental planning and management, waste management, sanitation, GIS, coastal zone management and participative planning methods;

  • Urban and spatial planning for two destroyed districts of Banda Aceh;

  • Preparation of preliminary design and institutional options for waste disposal management in Aceh including solid waste landfill design (various options);

  • Preparation of guidelines for the selection and implementation of sustainable sanitation systems for the reconstruction in Aceh and Nias;

  • Training measures for counterpart personnel;

  • Supply of goods in limited amounts;

  • Studies, training projects and qualification measures; and

  • Workshops and other events.

The project cooperated with the KfW-financed reconstruction project for housing and settlement, the BGR project for the establishment of geological basic data for town and regional planning, and with the development support on provincial level of the DED.
