Project background: 

There are 197 designated urban centres in Uganda within which approximately 6.9 million of Uganda’s 34.9 million people live. Out of the 197 urban centres with water systems 77 are managed by the National Water & Sewerage Corporation (NWSC), a publically-owned corporate body. The remaining 120 are under the responsibility of the Directorate of Water Development (DWD), the Urban WSS Department in the Ministry of Water & Environment. MWE has ultimate responsibility for both urban and rural WSS policy in Uganda and the future direction of water sector reforms regarding the institutional architecture and implementation arrangements of the sector. The project therefore examined the issues and options for the sector to enable MWE to adopt an evidence-based approach for the development of the sector that fully reflects national needs in the urban WSS sector.

Project description: 

This present project concerned a feasibility study to assess the optimum clustering and regionalisation arrangements for the urban Water Supplies and Sanitation (WSS) sector and the preparation of a road map for the implementation of the preferred clustering option. They were part of the Uganda Water Supply and Sanitation (WSS) sector policy review process concerned with redefining the institutional architecture of the sector. The steps for this included a review of policy, administrative structures and capacities, and then the preparation of the implementing legislation.

  • Development of criteria for the evaluation of reorganisation options

  • Presentation of results and consensus building among stakeholder

  • Elaboration of a detailed reorganisation concept
  • Elaboration of a report of financial implications
  • Elaboration of a road map for implementation
  • Presentation of reorganisation concept to stakeholders 
Objectives: 

The assignment was designed in two phases:

Phase 1: Review the issues and options concerning urban WSS sector reorganisation and conclude with a consensus-building workshop for the sector stakeholders.

Phase 2: Consolidate the findings of phase 1 and any elaborations required and prepare a road map for the implementation of the aggregation/clustering policy.
