Project description: 

The outcome of the project is the improved and sustainable utilisation of an energy-efficient, integrated and climate-friendly public transport system in selected cities.

Service description: 

The consultancy includes the following key tasks:

  • Develop a survey/data acquisition plan;
  • Review/ update existing travel forecasts;
  • Review each potential MRT option and scenario shown in the Pre-FS Report, and prepare a more refined pre-FS design;
  • Calculate costs and revenues and prepare a preliminary financial and economic analysis, including FIRR and discounted EIRR;
  • Undertake an environmental and social analysis;
  • Develop and organize stakeholder participation and engagement;
  • Conduct multi-criteria analysis;
  • Support the decision-making process for selection of MRT system;
  • Assessment of existing city profile with existing transport characteristics;
  • Travel characteristics and demand estimates, and;
  • System and Technology Selection, as well as the Comprehensive Mobility Plan (CMP).
Objectives: 

The objective of this specific project is to introduce an integrated and environment- and climate-friendly Light Metro/Light Rail System in Vijayawada. The objective of this study is to prepare a detailed Feasibility Study (“Detailed Project Report”) for the city of Vijayawada through validating the MRTS-options and conclusions of the pre-feasibility assessment and assessing the different design options of a Light Metro/LRT system for Vijayawada, including time plan, implementation plan, detailed system specifications and cost and FIRR, EIRR calculations for the most suitable option for Vijayawada. The outcome of the assignment is a Detailed Project Report (DPR) for the Project.

The following aspects will have to be analysed systematically in the revised DPR:

  • An extensive alternatives analysis for MRT has to be conducted (as common in most feasibility studies);
  • At least a part of the project has to be commissioned in public-private partnership-mode (PPP);
  • An intermodal integration plan has to be developed as part of the study;
  • A detailed economic analysis (EIRR) has to be undertaken.

The report is aimed at introducing a fast, reliable and high-capacity public transport system in Vijayawada that not only contributes to climate- and environment-friendly mobility, but also provides better access and modal choice to its users, promotes non-motorized transport (NMT), increases transport safety, and improves air quality. The major transport corridors should be planned in an integrated multimodal approach, where users can conveniently move from one system to another without any additional cost.
