Project description: 

Building on the previous GTZ project Institutional Development of Water Supply and Sewerage Utilities which was also implemented by RODECO Consulting this sub-component of the GIZ water programme comprised strengthening of local operating structures for water supply within AUWSSC head office (HO) and the Strategic Business Units (SBU) in Kabul, Mazar, Kunduz & Herat (until 12/2013).

By means of technical and process advice as well as training measures and procurement of material/ equipment, the operational capacities of the local operating structures were developed and improved in order to increase operational efficiency and provision of water supply services. This included: (i) improving AUWSSC HO and SBUs strategic planning, (ii) improving the technical, commercial, financial and organisational processes of the SBUs. The component also advised the local operating structures in further towns in the Northern provinces, e.g. Taloqan, Pul-e-Khumri, etc. as well as (iii) designing and implementing sanitation systems, and advising key institutions in charge of operating the systems, particularly in Kunduz, Mazar and Herat.

Additionally, the component (iv) strengthened the strategic planning competence at national level (MEW) including capacity building measures in connection with the developed National Water Master Plan and the River Basin Management Plan.

Service description: 

Improvement of AUWSSC HO and SBUs strategic planning

  • Support AUWSSC in developing company-wide guidelines for e.g. water production and financial management
  • Integrate sub-SBU in Northern towns into SBU structures and improve their technical, commercial, financial and organisational processes
Improvement of technical, commercial, financial and organisational processes of the SBUs
  • Assess SBUs’ performance in the areas of human resource management, financial and business development, technical management
  • Advise the SBUs on the preparation of expansion plans that address the areas of service level development, HRD, financial planning, investment options, etc.
  • Assist in linking inventory (OSF) and financial accounting
  • Advise SBU’s in cost control measures and financial budgeting
  • Develop NRW strategies
  • Design and implement small scale network improvements (design calculation incl. hydraulic modelling, tender process & supervision)
  • Capacity building in network design including hydraulic calculations
  • Develop concept for improving SBU core processes
  • Support the SBUs in preparing regular business reports to AUWSSC HQ
  • Establish an electrical workshop in Mazar
  • Train SBU staff on operation, maintenance and repair of electrical equipment and installation

Sanitation

  • Support the key institutions (AUWSSC, SBUs, Department of Education, municipalities, etc.) in the sustainable operation of the sanitation systems planned and constructed during the previous phase

Improved water sector planning and data management system

  • Prepare draft of Kabul River Basin Master Plan
  • Coach the establishment and anchoring of a result based monitoring system
  • Elaborate a concept for capacity building in the Afghan water sector
