Project description: 

The Royal Government of Cambodia (RGC) through its Ministry of Rural Development (MRD) entered into a Financing Agreement with the Federal Republic of Germany (FRG) through Kreditanstalt für Wiederaufbau (KfW) on 18 September 2015, for the sum of EUR 12,900,000 for the “Rural Infrastructure Programme, Phase IV”.

This phase aims to assist the RGC in rehabilitation of rural roads and associated structures, and markets in the four provinces of Pre Vihear, Otdar Meanchey, Banteay Meanchey, and Battambang; and for Training Measures, which also cover the previous RIP Provinces.

The project goal of RIP IV is sustained provision of all year round access/accessibility to markets as well as other social facilities such as health centres and schools and the positive take-up of this provision by the rural population.

Service description: 

RIP IV is composed of two components. The first component is the Implementation of the Investment Measures Component (IMC); which focuses on the following project implementation:

  • Rehabilitation and upgrading of rural roads as well as construction of associated small scale civil works like bridges and culverts;

  • Spot improvements like bridges and culverts;

  • New construction of market buildings and other associated infrastructure;

  • Project management and operation; and

  • Contingencies, audits, MRD training assistance and others.

The second Component is the Accompanying Training Measures Component (ATMC), which has the objective to improve the MRD capability in project management and rural road maintenance management. This includes:

  • Training courses for MRD staff (i.e. RIP-project management unit, DRR, PDRDs of project provinces, including 8 ex RIP provinces) in the field of rural road maintenance management;

  • On-the-job training for PDRD staff in the four new provinces in the field of project planning, tendering, supervision and other relevant project management issues;

  • Support of a new MRD road material laboratory, specifically to enable the laboratory staff to carry out on-site material quality checks;

  • Support of MRD/DRR in the development of norms and standards for rural roads with a focus on climate resilience; and

  • GIS and RAM software program and course development and conduct for selected staff of the MRD-GIS unit in order to support the on-going development of GIS-based rural road maintenance management software.
