Liberia’s transport infrastructure and institutionsat are still in post-civil war conditions and the rehabilitation of arterial links in the countries transport networks combined with a solid institutional and policy framework are top priorities of GoL and the international community.
The overall objective of the project was to increase the efficiency of the transport sector in Liberia. It included four main components: (i) development of a national transport master plan, (ii) transport policy development, (iii) implementation of a road maintenance management system (RMMS), and (iv) training of counterpart organisations.
Master planning was based on several road traffic surveys (classified counts, O/D, etc.), an assessment of transport infrastructure (all modes) and institutional and regulatory frameworks as well as data collection from operators and users. Roads are by far the most important mode and the prioritisation of rehabilitation and reconstruction interventions was effectuated with the Roads Economic Decision RED model (roughness, VOC, AADT, etc.). This exercise was achieved in close cooperation with the project partners and the results were fed into the development of the National Transport Master Plan and respective (sub-) sector policies.
The RMMS shall provide the MoPW with an effective tool for road rehabilitation and maintenance planning and implementation. Through regular road condition surveys (RCS, data collection) and data processing prioritised annual work programmes can be established for the efficient use of limited available funds.
